The check
No phone leaves on one person’s word.
Filtering a phone is easy to do, and just as easy to do badly. So it is not one person’s job here.
Who filters
One member of staff sets the phone up, installs the filter and locks it so it cannot be removed on the device.
Who verifies
Someone else. They work the same list from scratch and sign their own name to it. Until both signatures exist, the phone cannot be sold.

Most people leave with the phone working and the filter already on. Bringing a phone you already own is fine too — we will check what is on it first.
